Sergio Muñoz Yáñez, the Director General of Policía de Investigaciones de Chile (PDI), is 55 years old and was born in the city of San Fernando, in the O’Higgins Region. He has been married for 30 years and has four children.

He has a 38-year career in the PDI, which has been marked by an essentially operational profile for having worked in police units of different specialties -all over the country- allowing him to be in contact with very diverse social, cultural, and criminal realities, which gives him a complete vision of the criminology phenomenon in Chile, that this investigative police faces at national level.

The highest authority of the Civil Police joined the former Police Investigation Academy in 1985, from which he graduated in 1988, and was assigned to the Sixth Judicial Police Unit (currently the Criminal Investigation Brigade) in Providencia district. 

Subsequently, he worked at the Third Robbery Investigation Police Unit (currently the Western Metropolitan Robbery Investigation Brigade) and was later assigned to the Coyhaique Anti-Narcotics Brigade. There, he formed and was the head of the first Robbery Investigation Brigade, while he also had to perform the same role in the Criminal Investigation Brigade of this regional capital.

In 2008, he was selected to be part of the Higher Academy of Police Studies, for high rank officers. After graduating, he was assigned to the San Fernando Criminal Investigation Brigade, where he became head of unit.

He was appointed as a Prefect in 2013, being in charge of the Provincial Police Prefecture of Colchagua. At the end of that year, he had to accomplish the same tasks in charge of one of the biggest and more complex prefectures of the country, the North Centre Metropolitan Zone.

Two years later, in 2015, he was called to join the High Command of the Police and was promoted to take over the Antofagasta Police Region. He fulfilled the same duties in the Valparaíso Police Region in 2017.

He was promoted to Prefect General in 2019, and served as Head of the Sub-Directorate Intelligence, Organized Crime and Migratory Security until June 2021, when he was designated as Director General of Policía de Investigaciones de Chile, after his predecessor, Mr. Hector Espinosa, met his legal term of six years in office.

Specialized in robbery investigations, the Director General holds a Master’s degree in Organizational Safety and Security from Universidad Bernardo O’Higgins, as well as having carried out a series of specialization courses in Chile, in matters such as criminal psychology, crisis management, hostage-taking negotiations and others. He has also performed training courses at the FBI and DEA, as well as at the Saint Petersburg Police (Russia), in both tactical and administrative matters.  

When beginning his term as the leader of the PDI and understanding that the police faces a criminality in permanent evolution, and that a digital transformation should be implemented from inside the institution, he defined as his priorities: the strengthening of internal control and personal well-being, aimed at keeping the social capital and the high citizen legitimacy achieved by the institution; the prospective analysis of new criminal phenomena, the enhancement of police operation and the consolidation of communication policy aimed at spreading to the community the emerging criminal phenomena and the ways to face them, so that in 2033 the PDI would be a Latin American reference in the investigation of crimes of high complexity and transnational organized crime

 

Le Directeur Général de la Policía de Investigaciones de Chile (PDI), M. Sergio Muñoz Yáñez, a 55 ans et il est né à la ville de San Fernando, dans la région de O'Higgins. Il est marié depuis 30 ans et père de quatre enfants. 

Au cours de ses 38 ans chez PDI, sa carrière a été marquée par un profil essentiellement opérationnel, il a travaillé dans des unités de différentes spécialités dans l'ensemble du pays, lui permettant d'être en contact avec des réalités sociales, culturelles et criminelles très diverses. Cela lui a donné une vision intégrale de la réalité chilienne et des phénomènes criminels auxquels cette police d'investigation doit faire face au niveau national.

La plus haute autorité de la Police Civile a rejoint la police en 1985 à l'ancienne École des enquêtes de la police, dont il est sorti diplômé en 1988 et a été affecté au Sixième Commissariat de Police Judiciaire (actuellement la Brigade d'investigation criminelle) à Providencia.

Il a ensuite travaillé au Troisième Commissariat de Police chargé des enquêtes sur les vols (actuellement la Brigade Métropolitaine Antivol de l'Ouest), puis a été affecté à la Brigade des Stupéfiants de Coyhaique. À la même ville, il a formé la première Brigade d'enquête sur les vols, dont il était le chef, tandis qu'il devait également remplir le même rôle dans la Brigade d'enquête criminelle de cette capitale régionale.

En 2008, il a été sélectionné pour faire partie de l'Académie Supérieure d'Études Policières et, après avoir obtenu son diplôme, il a été affecté à la Brigade d'enquête criminelle de San Fernando, dont il est ensuite devenu le chef.

En 2013, il a été nommé Préfet de la Préfecture Provinciale de Colchagua et, à la fin de cette année, il a été chargé d'exercer les mêmes fonctions à la tête de l'une des Préfectures Provinciales les plus grandes et les plus complexes du pays, la Préfecture Métropolitaine du Centre-Nord.

Deux ans plus tard, en 2015, il est appelé à intégrer le Haut Commandement, promu Préfet-Inspecteur, assumant la direction de la Région de Police d'Antofagasta et, deux ans plus tard, il exerce les mêmes fonctions dans la Région de Police de Valparaiso.

En 2019, il a été promu Préfet Général et a occupé le poste de Directeur Adjoint du Renseignement, du Crime Organisé et de la Sécurité Migratoire, jusqu'au 19 juin 2021, date à laquelle il a pris les fonctions de Directeur Général de la Policía de Investigaciones de Chile, après que le précédent Directeur, M. Héctor Espinosa, ait achevé le mandat légal de six ans à ce poste.

Spécialisé dans les enquêtes sur les vols, le Directeur Général est titulaire d'une Maîtrise en gestion et sécurité organisationnelle de l'Université Bernardo O'Higgins et a suivi une série de cours de spécialisation au Chili sur des sujets tels que la psychologie criminelle, la gestion de crise et la négociation d'otages, parmi d’autres. Il a également suivi une formation auprès du FBI et de la DEA, ainsi que de la Police de Saint-Pétersbourg (Russie), en matière de tactique et d'administration.

Au début de son mandat à la tête de la PDI et partant du principe qu'il doit faire face à un environnement criminel en constante évolution et qu'une stratégie de transformation digitale doit être mise en œuvre au sein de l'institution, il a défini comme priorités le renforcement du contrôle interne et du bien-être du personnel, afin de maintenir le capital social et la forte légitimité citoyenne de l'institution ; l'analyse prospective des nouveaux phénomènes criminels, l'amélioration des opérations policières et la consolidation d'une politique de communication visant à diffuser les phénomènes criminels émergents et les moyens d'y faire face à la communauté, de sorte que d'ici 2033, la PDI sera une référence latino-américaine en matière d'enquête sur les crimes hautement complexes et la criminalité transnationale organisée.
